What usually counts toward the word limit

Rules vary by school and style guide, but as a general rule:

Words vs characters — which does your limit use?

Essays are almost always measured in words. But some applications — personal statements, scholarship forms, online submissions — use a character limit instead, sometimes counting spaces and sometimes not.
